First thing, check the battery. it reads 12.3 volts. 2nd thing, i run a jumper cable from the starter positive to the battery positive. Once a good connection was made the starter turned over. so my thoughts now is that i have a bad starter relay switch. by the way this is a 96 ace vt1100c2.
